This is an exhibit in the free Chisholm Trail Museum in Wellington, KS. It is an early permanent wave machine.

My grandmother had something very like that in her beauty shop. I remember seeing it when I'd go there as a kid. I don't think it was used much by that time but it was sure alien looking. Fantastic photo and memory jogger.
