I'm trying to make an avatar out of this, but it keeps getting rejected! It must be EXACTLY 200 x 200! Not even a + or -!

that was very nice of Cyve to do that for you I could tell you how to make an avatar out of it but you will probably figure it out before I can explain make a square 200px by 200px in photoshop give it some color adjust the visibility so it is transparent save as a png now open the image you want as your avatar in photoshop past the square as a layer over the image select the image and adjust the image to fit within the square with the image still selected use the square selection tool to select around the 200px by 200px square now you can delete the layer and you should have a 200px by 200px selection around the image copy and past as a new image you should end up with a 200px by 200px image to save as your avatar I use this to make my 500px by 500px thumbnails I hope I helped,but I probably made things worst.
