Description

After the fall, only pockets of civilization survived. A few scattered cities that walled themselves off from the carnage, the chaos, and the poisoned Earth. They became havens, they became beacons, they became overcrowded, and they became cesspools of crime and decadence. Soon the laws of survival were equally as harsh within these concrete jungles as in the baron wastes beyond the arcopolis walls. A new form of law was needed - harsher, more direct. The edict was handed down by the council to empower the Lawgivers as judge, jury, and executioner, to bring order to the chaos once more. The death sentence became the punishment of choice, almost the mantra of the Lawgiver - not only would examples be made, but the population would be controlled. It did not go beyond the notice of some Lawgivers that the problems of the city-states were not entirely internal. Weapons, crime, and undesirable persons and behavior came from the badlands beyond the walls. In the Badlands chaos still held court and tried to drag down the remaining throngs of humanity into the abyss. Bands of ravagers, motor gangs, and small armies of scavengers picking clean the bones of the old world ruled the badlands. They traded in murder, slavery, and death. As long as the Badlands remained untamed, there would be no peace in the Arcopilis. From time to time Lawgivers set out into the Badlands, to bring order to chaos. While the Lawgivers see all in the Badlands as savages and barbarians, there is one thing all the denizens in the Badlands agree on, from slave and mutie to motor lord and rogue survivor, a Lawgiver is always an unwelcome sight.
