A pretty standard trick I've used in various apps is to darken the surface, as well as add reflection. But water has a fresnel reflection, it varies depending on angle. From low angles it's very reflective, and rather mirror like, from high angles, less so, but that can also depend on depth. For this pic, I'd just darken the building surfaces some and up the reflection a wee bit. Concrete tends to turn a dark warm grey, asphalt gets almost black. Your's here looks good.

Great, fresnel reflexion seems to be the path. You don't have a lot off light source. If I were you, I add some postlamp

I think the ground looks quite wet. It almost looks a bit flooded. I wonder if the water rings and splashes are too few and too big. I might have made the rain in the foreground less defined and a bit more streaked and blurred. In Vue I've turned on the rain setting and then use PS to enhance or detail it. I've used the fog boost a bit in the rain tab as well to get a better sense of depth with denser mist in the distance. I've also used rain FX brushes in PS to create smaller and more numerous ground splashes, but purposely left them in a layer with the opacity below 50% and less, depending on the required detail. Overall I think this done really well.

I like the image, but I seriously doubt those two were still standing there if it's pouring down like this :D

In Vue, duplicate the layer with the ground surface. Elevate the second one very slightly and play with the transparency until t looks wet. JimC

Really good rain a proper street soaking downpour. Darkened granular surface popping out of the flood might help but I have seen the streets on days like this.
