We live in a small town and still this type of living conditions exists.
Wise advise indeed ! However the saddest of saddest is seeing someone leave the Food Bank trot down the street and sell their free food for the sake of drugs/ and or alcohol. There are those that are waiting and willing to pay a few bucks because it is too costly at the grocery store. Money management or Enabling ? ? There is no easy fix. Unfortunately the future doesn't look a lot brighter !
