The Character is named Futuristic Soldier 1 and is by Dexsoft - This is the 3rd version noted in the link below https://www.reallusion.com/ContentStore/ccdproduct.aspx?contentid=AIC551CIENU012020151113011

I'm not sure of the armor material - you would have to ask Dexsoft
