Commodore Morgan is a master of almost 100,000 Big-Feet slaves and a ruler on over 8 million population Norcan citizens (40 % non-Mutants, 60% Big-Feet, no FinEye). He owns many facilities for his own slaves; this university is one of them. Those of his own slaves who have special talents and skills, like Ionivka and Marc, are sent into the proper school, academy or university. This one is known as the University of Technologies of Norcan (UTN); it has been built within a rural area, at about 10 Km from an industrial town (Notir); it is managed by a few non-mutant administrators and rule enforcers.
