Description
Themis - Goddess of Law and Divine Justice
Themis was one of the Titans and said to be the mother of the Fates and the seasons. She is often depicted as blindfolded to show her impartiality (lending us the phrase "blind justice"). The sword was often added to represent the strength of the law. The scales represent the claims of both parties.

Beautiful. And was Themis then the Greeks' inspiration for Athena? Was she merely another incarnation? Fascinating stuff, and great image.
