Thanks everyone! Pistola, the rain comes from Carraras particle system. I rendered the droplet animation with an Alpha channel and used directional blur on it in post work to try and give them the look of motion. The smaller drops are from the same rendering but scaled down and blurred in the opposite direction to try and make it look like they were hitting the ground. The Carrara ripple effect was also placed around the minimacks.
