Poor folks always live down by the tracks. In the old days it was because coal was available.

just like the Philippines, the poor from the countryside go to Manila in search of work to provide for their families without a place to live. so they gather throw away material to make a squatter shack where they can. then they sell anything they can on the streets. the wealthy are disgusted with them so they insist that the police destroy their shacks and throw their meager belongings in the trash , then other poor people scourge the dumps for materials/clothes to try and make a meager amount of money to try and feed their families . mean time the vicious cycle continues
