Description

Taken in Tussing Park in Grants Pass. There were a couple of trees that had these types of clusters hanging from them. At first, I thought they might be decomposing pine cones, but I think they're clusters of leaves (though I don't know why they clump together like this). Anybody know for sure what they are?
