Just who, exactly, is he planning to punish? Is he some sort of superhero or is there a cupboard of paddles off to the side?
Nevertheless, you rendered a great scene. Good lighting and use of DOF blur in the background. I'm sure about the skin textures, though. The legs look good, but there is a plasticy look to his arms, especially the one with the tattoos. I do like the texture choices on his outfit, though. I'm pleased that you avoided black, because in this scene it would be a bit too fetishy (if that's a word) and cliche.
