I didn't really invent the design elements, for this one I had a few references to follow. Just gave them my spin.

The things on the neck and face look like tattoos, and if they are, they look pretty good. I don't think they are tattoos though; I think they are supposed to be scales. If the areas where they intersect the face and neck were made of sharp edges rather than soft curve, you could show that a bit better. I also don't understand how the tail fits into her back. This is a consequence of the straight on angle from which she is drawn, and probably not your fault, since the commission might have asked for that, but given the choice I would have done a bit more of a profile (or partial profile) to show what seems like the most interesting part of the design.

They are scales. The original version is bigger and the scales cast some shadows, I think that would help to show them better. I can't tell you exactly how the tail comes out, I tried my best to follow the references I was provided. But the focus was on her strutting, the tail is just hanging there.
