@ mooncat: Create a rather small sphere, throw that sphere into a metaball-object, throw the metaball-object into a particle-ermitter. Create a floor object and place a particle-reflector on the floor to stop the particles from falling through the floor. I used also a friction-particle-system and an attractor for some minor effects. Tweak the settings until you are satisfied with the result.

Makes me want to drink that =) the effect of the water when hitting the ground is indeed outstanding, but I think that u should destroy the particles that "wander" in the ground.
