Description

Shakarovar again, but designed to fit into Whisper City. He appeared firstly there in a short story of mine known as 'Give the Devil his dues' where he meets the Devil and the Devil learns a hard lesson about Whisper City. No one cares about him, or God there anymore. So he's pretty much powerless to intimidate or control anyone. I thought it was such a twist :)
