Description
Zlata was telling Mr. Buck how fed up she was.
She was saying that rain was on its way & they would have to stay in & that may be boring.
Mr. Buck told her in no uncertain terms, he is glad it is going to rain as it may keep people at home, as they should be.

Sounds like Zlata is getting cabin fever like a lot of us.
Although Mr. Buck is right, some days are very boring indeed.
