The World of Nion The galaxy-spanning Directorate is all things to all people. The massive bureaucracy sustains humankind’s government, economy, and society. Divided into the Administrative, Martial, and Academic branches, the three sectors ensure that human civilization continues to flourish and grow, wherever it may be.  Within the Directorate, two factions wage a covert war for control of humanity’s future: progressives, known as Reachers, and conservatives, called Keepers. Reachers believe in a trans-galactic destiny for humankind. Theirs is a vision of the future where humanity has mastered the use of Forerunner technology, allowing us to travel across the observable universe, circumnavigate time, create celestial objects, and explore other dimensional topologies.  Keepers espouse a philosophy of human development that is distinctly different. Believing the Forerunners’ extinction was brought about by their own hubris and the unrestrained use of their advanced technologies, these conservatives work to prevent humanity from repeating the ancient race’s mistakes. Keepers search out and sequester powerful Forerunner artifacts, slow the pace of scientific exploration, and quietly disrupt Reachers' expansionist efforts.  This silent war is defined by the two factions and how they engage in conflict. Reachers use power and influence, while Keepers rely on covert action and misdirection.  It is into this deadly game of strategy and conquest that Nion, EpsilonG, Billen, and Jiroo are thrust.
