For moving the head, I very rarely use the neck and head bones directly. Instead, I select the figure and go to Pose Controls > Neck on the Posing tab. The sliders there split the Bend, Side-Side and Twist movements between the head and neck bones.
When adapting existing poses, I'll often select the (lower) neck, select children and zero selected items pose to clear any head or eye rotations, then use the above sliders to get the head pointed where I want it to be.

Thanks for your notes. I plan to make a comic based on my favorite book, The Tell-Tale Heart by Edgar Allan Poe, and your tutorials are very useful for me. I am working on the script and have written a short essay so far, which you can read at https://sunnypapers.com/paper-samples/the-tell-tale-heart/ if interested. It's a murder story, so I'm planning to do my idea in a noir style, and I hope I can do it.
