Mr. Brown and Ms. Black (which might or might not be their real names) are attorneys for the megacorporation of Schunamann und Sohn, AG, or SUSAG, as it's frequently called. SUSAG has operations on dozens of worlds, and more resources than most governments. Like most companies, SUSAG is not all bad, but they're not all good either. These two lawyers are intended as non-player characters for a Traveller game. I'm not really thinking of making them villains, but rather the people who offer you more money than you can afford to turn down, to do a job you already know you're going to regret accepting.
