Do they also steal the wooden planks of the benches? Here in Pretoria some element in our society has that plague. Amazing capture.

I think not, or they are being put together in minutes... because some homeless people use(d) to lay on benches once the evening falls, along with their kit and caboodle, and sleep there at night, so they are being tended... and because of pesky tourists ofc... well, nowadays not so many tourists, nor homeless people... not that the housing is cheaper, but walking around in general is more frowned upon than in the past... Access with dogs is forbidden to the Park, and some people find amusing the ever-present sign depicting a dog and saying "one wurst/wiener = x Euros" :)
