That's a biological aquarium filter actually... Living bacteria are not powerful enough to cancel out the increased production of ammonia and nitrite... so they place these tiny pieces of plastic to increase the surface that bacteria needs to colonize onto. What a great shot!

Rick doesn't know what he said either Okay, I'll explain: Fish poop and food waste turn into chemicals contaminating the clear water. Bacteria eats chemicals = clear water = happy fish. Those tiny pieces of plastic are tiny hotels for bacteria LOL!
