I did it in Photoshop. I draw in one layer, then use the superbladebro plug in to make it look metal and give depth. I then have a collection of stained glass textures and each area becomes a new layer behind the drawing one as I cut it to fit. Takes a long time, but it's kind of fun and I like the results.

I like it !! we both are using a simular LAYER technique - a lot of work, but it is worth the effort - more like this please !!!!!!
