No, City mapper, from an old friend of 3d Diablotine who created it at the time, you can find it here, mithril94.free.fr, it creates a png image that you apply in the terrain editor with the picture function..

Looks cool. City mapper is fun. I've used it to create alpha maps of where buildings should go then used the Dystopia models in Vue as ecosystems.
