Well for me as somebody who has cats for over 20 years, the pose of the cat indicates clearly it is peeing and the wet side walk behind it seems to confirm it too, don't you think? How ever it is not a problem for me, I just "talked for the cat"

That street was already dirty and the cat was sitting, not peeing, when he saw me and my dog walking he was deciding if it was better to run away or stay sitting there and that's that pose. I promise that I never photograph pets when they pee or other, it would be unpleasant to share photos like that.
