Serving on a Federation starship must be pretty frustrating for a Ferengi. The crewmembers keep an internal system of semi-reasonable quid-pro-quo, but there's no real system of motivation going on here. No acquisition of assets for tangible trade, no pay, just this anarchic "community" nonsense, a weak, practically nonexistent system of social cohesion that only barely works. No coherently-stated morality like the Laws of Acquisition.
And they force their women to wear clothes - uniforms no less. I'm sure he longs for the day when his term will be over and he can go back to Ferenginar, where things make sense.
