That angle would suggest the camera was either on a dock or bridge above. Urban ducks seem quite comfortable around humans. It's a great shot.

Thank you and great deduction! I was on a bridge above the creek. :) Most of the ducks are pretty comfortable. Wood Ducks are more skittish than mallards but even the mallards will be a bit nervous if you get too close. But if you just walk by or watch from a short distance most mallards are cool with us humans around.
