I usually have a idea what things are, but here its a blank. A red and blue flag.. Might have to do some research. Cause I am curious.

I'm not sure which is what, but there was a sign up from the city saying they were doing some preliminary soil samplings and tests to make sure the development they are doing in the area is going to work. There is a lot of houses nearby getting flooded and they want to do work here to stop that from happening if it is possible so I think the flags have to do something like that - they have been popping up everywhere.
