I really like the vibrant colors! In most cases I would not recommend placing the horizon line in the middle of the frame, but in this case it works, because the shadow up front creates a nice foreground, and a line separates the middle distance from the foreground and the background.

Like bleachfix said horizon is right in the middle of the frame and the building is exactly centered.... somehow it works for this image... Love the colors here too....
