You have a nice start on this image. IMHO, you need to do more with the spray at the bottom of the waterfall - it looks too static. I found an excellent program for creating fog and spray - it's called Universe Image Creator (www.diardsoftware.com). It's intended for creating space scenes, but it works wonders for the bottom of waterfalls, and it's only about $25! You will have to save your image as a .bmp, and open it in UIC, then use the nebula to create the fog along the bottom of the waterfall. Then save it again (as a .bmp) and bring it up in Photoshop (or whatever image editing software you use) and blur the fog a little bit. Save it again, and bring it up in UIC again, and use the star cluster tool (keep the stars white) to create the spray. With a little practice, you can create some very realistic waterfalls. Keep at it!
