The GrandUniversalMarshall Ayeraphaet
A non-corporeal lifeform from Organia, The Organians often use physical bodies to help facilitate communication with other corporeal lifeforms. They usually manifest themselves as older humanoids, Ayeraphaet was an odd exception in that he manifested himself as a younger humanoid.
The Organian Peace Treaty between The Federation and The Klingon Empire was never broken with the oversight of The Organians who had the power to render all weapons useless anywhere in the galaxy. After the disappearances of billions of lifeforms throughout the galaxies, Ayeraphaet proposed a plan of action to restore order. He was given immediate unconditional power, due to The Organians reputation for maintaining peace. One of his first acts was the formation of The Pax Universal, a one universe government with the power to govern all beings. The Federation, Klingon Empire and Romulan Empire where immediately dissolved as well as the other seven governments, including The First Federation, Thallolian and The Orion Syndicate.
Also he brokered a seven year peace agreement between Vulcan and Andoria and the other governments. Vulcan had developed "The Genesis Device" which was capable of changing a barren moon or asteroid into a crop growing world. This made Vulcan a prime target for other governments trying to deal with the galaxy wide drought that had stricken many star systems into a severe famine.
Though The GrandUniversalMarshall promised peace his reign has been the most destructive, debased and barren of any ruler the galaxy had ever seen. To complete his failure The Lord struck the universe with many devastating judgments, planet quakes, meteoroids made of desiccated wood, and incredibly painful body sores and those who took Ayeraphaet

Thanks Nancy, "Errand of Mercy" was quite an interesting episode and laid the foundation symbolically for the Organian's representation as peace seekers. Since Satan always tries to mirror God (in a twisted way) I figured what better place to have the Anti-Christ spring up from.
