Little basic... You should: Use the rain texture in more then one way. Put it one some cylinders. It lookt to me that this is a Bryce image with a rain texture so i hope my tips will help you.

Great...but the rain seems to be falling more than in one direction. try to get more graphics of the sea toward the horizon too... great work other wise.
