I used the terrain editor. just created a squiggle. Gave it a water texture. Then duplicated it, made it taller and slightly bigger and used a cloud texture. This was my first ever attempt at making waves. I really want to learn how to use photoshop for finishing, but I just can't find a very helpful book on it. SIGH to be a master like so many here!
