Are you familiar with Photoshop?

make your pic bigger in photoshop (i always try to have the pixels between 500 and 1000 on either the width or the height) then do a save (or a save as to reset current settings) and save as a jpg there should be a bar that says something like jpg quality (which tells it how much to compress the file) i always use around 6, about half way - (photoshop does such a good job on compressing the file you cant even tell the difference barely between the 6halfway and 12highest) most always you'll get under the 512 k limit.

experiment with the "save for web" button too, you can quite often get ur pics well under 200k, rarely over 300 (unless it's huge!)
