If you know a little more my city has a big BIG financial issue at the moment (germany as well) that is why some "smart" guys try to introduce fees for nearly everything - e.g. for the library: formerly you could rent a book for free, now: you have to pay an annual fee: 12Euro, but there are no special new media in the library - so I do not know if it is worth.
