Looks very cool ... maybe a bit more bubbles to give him/her more sense of speed ?

Awesome pose and materials, maybe some water-warping to go with bubbles? It seems like it should be flying through the water...

Looks good without any post work having been applied...but as others suggest, maybe a post-rendered motion blur applied to the back half of the sea dragon's limbs...maybe some bubbles with a blur motion, etc...
