"Yes, your Excellency, we continue to learn from our failures." This specimen took to the cybernetic grafts well enough, but their brains are extremely primitive- when it regained consciousness, it murdered one of my best scientists and we were forced to teminate the experiment. We are getting closer to our goal, however, and there is no end to the specimen pool on this primitive planet..."
