I really like the look of the character as it combines good ray/rad with fine outline shading. What I think would really push this image is if your effects could also use some of the fine outline shading so that the two mate better. Right now, there is the a juxtaposition between the 'effect' and the 'character' that I am not sure is working. I really like what you have done, keep pushing it!
