thanks guys, thats an effect that can be done in psp by adding a duplicate layer setting it to "darken" and glaussian blur it between "1.5" and "5" depending on the lightness or darkness of the image then add a new layer and fill white and lower the layer to around "15-30" and set it to overlay.

not sure how I missed commenting on this image before I visited and thought I mentioned, I really like this one such a fairylike quality, surreal like world and the fairy looks perfect in the glen beside the water the water looks just perfect
