Just to clarify on the comment about leaders in government and military not taking responsibility: Dr. Rice among others in the administration have proposed use of torture; yet the prisoner abuse scandals are claimed to be just the soldiers acting on their own without anyone telling them to. I am convinced that someone in the military (possibly following orders of someone in government) told the soldiers to do what they did. Those same leaders are then not taking responsibility for it.
