I'm not sure how I can touch this up in Photoshop, could anyone give me any ideas?

I'm not certain but it looks like you have it in indexed color mode. Bump it up to RGB color mode should improve things greatly.

Very nice for a beginning. I'd recommend come color correction (its a little too red.) Maybe increase and brighten the yellows a bit too. An object to focus on would help this composition as well. Maybe a ship in the distance or something. Good luck!
