This photo was taken with a long shutter speed to give it the extra glow look then edited in photoshop to give it this look.

I like the twinling and painterly look, too! Very nice, quiete photo. I like the atmosphere and the angle really vivid star bursts on the lights. Were those done with post work or in the camera?
