A good rule of thumb: Add an "underwater" layer, and set it's altitude to whatever your water level is, plus/minus a few meters. (Depending on whether you want that layer to show above waterline or not.) (100% coverage of course...) Having an "above water" layer show below the water level usually makes the water look poor.
