Victoria 3.0 with Sci Fi Costume and coat, Speed Bike from Renderosity Free Area, and lots and lots of postwork in Photoshop.
The background is Rockefeller Center Building, I took that picture a few months ago when I was visiting New York.

Very cool model and outfit, and good idea with that perspective on the background building - the composition is brilliant here. You also used the lighting and textures perfectly to create the atmosphere and action in this image. Has some sort of lovely cartoon feel to it IMO.. I love it. Excellent work!
