The Observatory is a recent addition to the City of Vampires - as recent as the appearance of gaslight. Those who enter the observatory can feel the presence of someone there, as if the others exist slightly out of phase with the rest of the city. Yet evidence there is of an occupant - of one studying the stars, and of something else that called the vat of living, viscous fluid from the outer darkness. This tall building, through doors sporting a single large eye offers aid of a certain kind. A small astronomical library, a floor devoted to the study of materials brought from the stars, and finally the dome with the telescope. A railed walkway surrounds the dome, and a pair of double doors allow viewing of the night sky, though in only one direction.

The City of Vampires exists in a netherworld, a city of black stone resting on a stone island in a sea of mist. Its denizens are from countries unknown to each other, seemingly walking into the city by accident. Seeing neither sun or moon, but hazy orbs beyond a cloudy sky, the wary vacate the streets during the Dark Hour, for it is then that the monsters walk freely.
