Oetans are a race of insectoid creatures with four arms. They settled on the mineral-rich world of Juperpia for the purpose of strip-mining the planet for the Confederate Systems war effort. Although their four arms would make quick work of mining, the Oetans were administrators and outsourced the mining duties to beings in the Confederacy whom they believed were inferior. Security and defense of the planet was further outsourced to the warrior beings of the Confederacy.
