The sky is Caribbean Blue. The water surface overhead is a water plane at height 70, set to "Foamy Sea", then tweaked in the Texture Editor changing its reflectiveness to 0 and its transparency to 50.8 . The ripply sand is "Warped Wood". The haze is set to 70, cyan. The camera is the Director at default height.

You might want to add a gel effect to show the water's surface shadows on the bottom sand. Also, possibly a touch of noise for realism (all water has some sediment / debris floating around). Nice start. - Art -

I second the great start. Once done with the earlier suggestions, how about a ray burrowing into the sand with some "dust" clouds:)?

the caustic/gel effect, yes you need that. You might also want to set your haze to the right color in the sky editor and increase that to heighten the effect of the lower visibility fading with distance in the water
