Your example above was probably achieved with postwork.
Poser 4's included "plastic" hairstyles leave something to be desired, and many people have mastered the fine art of painting hair onto the finished render with another application like Photoshop or Paint Shop Pro. Look through Renderosity's tutorial section for step-by-step guides on the process.
But I'd also recommend acquiring some good layered, transmapped hairstyles, which look far more realistic than Poser's defaults. Transmapped hair can be purchased here in Renderosity's Marketplace, DAZ 3D, and other sites. And you can visit Studio Maya and kozaburo's Digital Babes for excellent free hairstyles.
Postwork means taking your rendered picture into another graphics program, for example PaintShop pro or Photoshop, to add effects, touchups, whatever. Effective postwork can make a huge difference in a picture, although some people like to work purely with Poser itself.
