okay, the subject is seen close up, the rest of the scene is black. Now, does anyone know how to make visible out of focus lights in the distance background?

Here's an idea. Try creating a 2d vertical face with a solid black material slightly transparant and highly refractive. Stretch or scale this face to cover the background and then position surface visible lights behind it and edit the elements of the light to get what you're looking for. I think this might help you achieve what you're after.
