Subject: Can not unlock layer

I have opened up a readable bmp in photoshop (6) and can not create a new layer. I'm assuming this is because the padlock symbol is locked - how do I change this status/

Somewhere in the future someone may be searching this forum and expect right here the answer to the above question (while hovering above a lake, fishing on his unverted-gravity fly-bike, connected through his Ray-Ban with bluetooth internet connection and built-in LCD screen. I am talking future here, you know). I am glad to provide this little service: 1. make sure it is an RGB or CMYK document. Multi channel and index-colored documents have to be converted. 2. Double-click on the layer. 3. Start pushing those darn pixels around the place.
