Go to the figure menu and go to "Use Inverse Kinematics", then select the limb you want locked. You'll notice both of the legs are turned on already.

Hi darknewt,
When IK is ON for the Arms (i.e., Hands), the hands are parented to the Body instead of the Forearm. You can see this if you look in the Hierarchy Editor.
Now ...
You CAN MOVE the Body without changing the pose if you Move the Body - NOT the HIP.
If you move the Hip, the Hands (with IK ON) will remain in a fixed position as long as they are not pulled out of position by moving the Hip.
You can position the Hands by selecting the Hand and changing the x, y, or zTran parameter dial ...
(which will appear for the Hand(s) when IK is ON)
